Robert Ibarra currently serves as the Chief Operating Officer of the USDA Farm Production and Conservation (FPAC) Business Center. Mr. Ibarra has been providing critical program and administrative expertise since December 2019.  Mr. Ibarra brings over 25 years of experience within USDA to this position.

Mr. Ibarra’s leadership and extensive program knowledge have provided guidance for the mission area and its key program deliverables for producers.  He has previously served as the director for Grants and Agreements Division in the Business Center. Prior to this, Mr. Ibarra oversaw crop insurance operations as the deputy administrator for insurance services in the Risk Management Agency.

The FPAC Business Center provides enterprise solutions for mission support activities including information technology, financial management, human resources, acquisition, property management, and related business and administrative processes to improve customer service at the mission area level.

A native of Texas, Mr. Ibarra holds bachelor’s and master’s degrees from Valdosta State University, as well as a master’s degree from Florida State University.
